I'm afraid not rizjamal. I've checked their website and this is what it says.
'3.4 CANCELLATIONS AND No-Shows
Passengers are not entitled to any refunds or credits if they cancel their Ticket or fail to travel on the booked flights. However, in case of death, illness or other force majeure events, the carriage contract would be canceled and the fare refunded.'

The offer was detailed in my article. The period for that particular offer has now ended but I've just looked at Jazeera Airline's website and there are others. Follow the link to the website from my article and you will be able to see all current offers.
